Virginia gave an idea of a structure of government to the Constitutional Convention that was held between May 25th of 1787 and September 17th of 1787. The plan was showed in 15 different resolutions that detailed the reasons why the Articles should be changed and alter it to create a strong Central Government.
This was proposed by Edmund J Randolph on May 28th 1787. The fifteen resolutions of the plan immediately broadened the question from revising the Articles including the structure and power of the national government would take. They wanted to divide the powers. They wanted the Executive Branch to enforce laws and carry them out. The Judicial Branch will interpret the laws.
