The Virginia Plan was also called the large state plan. Virginia gave an idea of a structure of government to the Constitutional Convention that was held between May 25th of 1787 and September 17th of 1787. The plan was showed in 15 different resolutions that detailed the reasons why the Articles should be changed and alter it to create a strong Central Government.
This was proposed by Edmund J Randolph on May 28th 1787. The fifteen resolutions of the plan immediately broadened the question from revising the Articles including the structure and power of the national government would take. They wanted to divide the powers. They wanted the Executive Branch to enforce laws and carry them out. The Judicial Branch will interpret the laws. Finally the Legislative Branch will make laws.

The first delegates to arrive at the Constitutional Convention were the delegates from Virginia that included James Madison. The large states would like this plan because it had a large population. The small states would not like this plan because they wanted a equal right in voting, they also did not want a large population unlike the large states plan.

The Virginia Plan was made because Virginia was large, unlike other states its population was very high. So they thought it to be unfair to have smaller states with a small population hold the same amount or more power.

The only thing all states agreed with was the three branches of government. The Judicial Branch, The Legislative Branch, and The Executive Branch. All thought it was a pretty good plan.

The Virginia plan was not approved because it stated that larger states would have more representation than smaller states the made the framers representing smaller states angry, Virginia came up with the plan because they believed that larger states needed more representation because they had more citizens. Smaller states with fewer citizens did not agree after much arguing the great compromise was formed.
