This image depicted the process known as "tar and feathering" during the protests against the Tea Act. Consisted of hot tar being poured on an individual, often a British loyalist or official during the colonials times, and then being covered in feathers to ridicule the individual. This process was extremely painful and damaging to the skin and was sometimes times done during the Liberty riots, under the Liberty Tree shown below.

The Liberty Riot of 1768 was a night of rioting by thousands of Bostonians in response to the seizure of John Hancock's ship. Leading up to the riot, British customs collectors used any excuse to seize an American vessel for violating regulations. In June of 1768, a customs official seized the "Liberty", a ship belonging to John Hancock. Bostonians responded to this action by rioting and roughing custom officials. They beat many officials and even tar and feathered others.
http://www.psupress.org/books/titles/0-271-00202-6.html

The British responded to the Liberty riot by sending two regiments of troops to Boston. The riot was one of several events that caused a great increase of British troops in Boston. This increase in troops led to the Boston Massacre. The culmination of the Liberty Riot of 1768, the increase in British troops, and the Boston Massacre all fueled the already growing rebellious spirit of the colonists.

A sloop owned by the prominent merchant John Hancock. It contained a shipment of wine and was suspected of smuggling because the ship contained minimal cargo, but the customs officials had no evidence to support this. Later on the customs officials claimed they received a testimony that said the Liberty avoided taxes by dropping off cargo the night before. This led to the navy tracking down and confiscating the sloop, which set of a series of riots. (For the decision to seize the vessel and seek aid from the Romney, see Minutes of the Commissioners, 13 June 1768, PRO, Treas. 1:465, fol. 67; letter of Harrison and Hallowell to Commissioners
