6. Participación popular controlada, de tal manera que se apoya la votación en temas de interés para el régimen,
y se desalienta en temas desfavorables.
7. Apoyo selectivo a grupos de interés, siempre y cuando estos beneficien o colaboren con las aspiraciones del régimen.
