The rapid changing of the information, even still information is changing and it was hard to keep up.

Even now, they seemed to have another spike and he does not feel like their community was prepared. It feels like they are still in survivor mode within their organization and they are just now getting adequate testing in their community. 
Their do not have adequate infrastructure to deal with spikes in cases. 
Their isolation from major cities was an issue because they were far from the resources.
