Every crime involves a certain cut of hairs. The minimum cut is at 2 cm for crimes like parking in a none-parking spot. A maximal cut for a crime such as killing is a complete shave of the body hairs. The society, being based on the power of hairs; one get so ashamed of not having any hairs that you don't restart what he did. The process where one gets judge for a crime you commited is called the grand hairy process where the convict will be judge by a minimum of two persons: one who will decide if he is guilty or not, and one who will determined the sentence for the convict ( the importance of the cut of hairs for the crime he commited). After that basic but fundamental education, some are allowed to continue their formation to have the change to become one of the prestigious hairy disciples. However, these formations aren't that intricated since being one of those disciplines mainly relies on the lenght and amount of your hairs.

There is no goverment as we know it because the religion and the power of the state are the same. We made this choice as it makes the governing easier as there is only one commander in chief. This leader doesn't do as he wants, he is supposed  to be the interpretor of the Great Capillum, the great god that watches over all.
Also, using such system makes the population (who attributes a lot of importance to their religion) more likely to follow the laws, for these laws are thought to be direct commands from the Great Capillum.

The Great Capillum is considered the ultimate leader, eventhough he is a spiritual figure. The Great Hairy Master is the actual leader and is in charge of taking the decisions.
Directly under him, there are 13 grand hairy disciples.  They act as counselors for the great hairy master, so they don't really have any orders to give or neither do they take part in the political process. There is 13 of them and they sometimes act as judges (see the justice system).
Then, there are 320 hairy disciples. These are priests. They help the the population with cases and act as judges, but they do not have any further ruling nor political influence.
Then there is the population.
The way leaders are elected is pretty complex.
The ascension to the role of Great Hairy Master starts when one of the 320 hairy disciples dies. An election is then held in the juridisction the hairy disciples represented. The vote counting is particular: one's vote is worth the amount of hairs he's got on his body, as more hairs mean that person is more intelligent and closer to the Great Capillum. So if for exemple you have 32 823 hairs in total on your body, your vote is worth that amount of point. The winner of the election takes the spot of hairy disciple and will keep it until his death. Then if one of the 13 grand hairy disciples die, the 320 hairy disciples must meet and choose together one who will take that spot. They aren't given any food nor water until they come to a consensus. It is not said that the one with the more hair wins but it is a sort of unwritten rule, as it is socially better to have more hairs. Finally, when the Great Hairy master dies, the same processus happens but with the 13 grand hairy disciples. There is no money so the services and all of what you have to pay are paid with hair products. For exemple, if someone works a total of 20 hours as a doctor, his employer will have to give him: hair conditionning + shampoo +  hair sooftner. Every pays one receives are actually based on the importance of his job, the level of danger his hairs are put in and the need of his hair( a person with buf hair will receive a smaller pay). 2- No one is allowed to cut the hairs of another, otherwise he will be punished by death and his hair will be given to the one he has assaulted.
3- No one can cut his hair, as it would be a disgrace to the Great Capillum and would create public disturbance. This indecency will be punished by heavy fines and can be punished by jail time.
4- No one is allowed to put hair extension because it would be unfair for the hairiest ones. The disrespect of this law will be punished by the burn of the cheater's skin to make sure his hair would never grow up again.
5- Nobody can bleach or change his hair because it goes against the values of the Great Capillum. The one who trespass this law should explain his reasons to the tribunal and, if he doesn't have a valuable reason, he would have to be executed in front of the less hairy ones.
6- Nobody can come in public with dirty hairs. The hairs, being the most important things in the society, should be clean enough to avoid the propagation of diseases and other things not recommanded. The violation of this law will result in a shaving of the hair to at least 2 cm long.
7- Do not provoke the hairiest civils. Disrespecting this law will result in a life-time in jail. The hairiest ones, being the brighter ones, should be respected because they contribute a lot more to the development of the society.
8- Do not criticize the law. The Great Capillum, being the leader of this wonderful society, worked hard to find the perfect society and it would insult him to have such revolting insults. The violation of this law would also contradict the seventh law and it would result in the same consequences.
9- Do not try to do something that will endanger your hair. Ignoring this law will result in a two year unpaid job of janitory in a government building. 
10- Never hurt a female because it would be a disgrace to The Great Capillum's women and it would be a threat to the potential babies of the society.
