The dad probably know that she is there waiting because she has asked him many times but he won't get up and play. The girl must be feeling ignored and upset that her dad doesn't care.

Girl: Dad! let's go out side!
Dad: can't you find someone else to play with, I'm working.
Girl: I'll just wait.
Dad: fine.

An hour later

Girl: I'm still waiting!
