The author says reading is done "to achieve an end", which can mean many things.

before reading the purpose is externally imposed (Ex. to complete an assignment for school) or internally generated (Ex. Wanting to learn about the stock market)

While reading, the purpose is to process and decode the text using linguistic and semantic processing and monitoring

Teaching reading comprehension is becoming harder as time goes on because students are expected to read more complex texts and read texts more frequently.
