It is believed that native Hawaiians came to this site for harvests, and success in war. In general a Heiau is a traditional place of worship, refuge, and ceremony in Hawaiian culture. In 1954 Ulupō Heiau was transferred from the Territorial Board of Agriculture and Forestry to Territorial Parks.
