I think the climax was actually Rolfs epiphany that hiding behind the camera was his method of coping with reality. Azucena even tells him at one point that he doesn't have to worry about her anymore. Rolf responds by saying that it is him who is worried about. The real climax is when a ton of imagery and reflection is used to demonstrate Rolfs trauma which he had been suppressing, released by azucena's dire situation relating to him and his sisters'.

The elements of the story being somewhat out of structure (climax isn't easy to recognize, resolution is not at all resolving anything, almost the entire story is rising action) adds to the despair of it all, as the reality warps into something that doesn't feel right, which taps into the emotional aspect of the story.

B. the point of view being mostly in first person makes the story more suspenseful because we learn what happens as the narrator does, too. It is as if the narrator is reporting back to the reader what they see. This way the reader might be able to put themselves into the story, and watch it happen before them which creates a more impactful response that stays with them.

I think that making the perspective be one of the "life partner" of the Rolf adds another layer of sympathy that is provoked in the reader. Instead of just having a 3rd person narrator, it makes you see the situation from not only two, but three perspectives. We feel sympathy for the partner, the man, and the girl for different reasons.
