There are different schemes of world government, but they are alike in advocating a world military police. This gendarme is to have a monopoly of the world’s military weapons to enforce the universal peace which the world government is established to maintain.

In my thoughts this example is explaining that back then the war percentage was a lot higher, but now are state is becoming more peaceful.

This means that the government has to make 'appropriate laws' and also has to enforce the laws.

this example is explaining that, yes the government makes laws and rules, but they make it all fair and let us have our opinions on which its a great law or not.

i agree with this example, because it explains perfectly on what rights we have as citizens, and what we do not.
