Governments making announcements about things such as rules, reminders, and incidents that happened, is mostly for the citizens and somewhat reminding them about the rules and such things that they are asked to follow.

We see how Jonas remembered that the apple had somehow 'changed', when he was playing catch with Asher. This shows how maybe Jonas is kind of different from the others, as Asher does not notice anything, while Jonas has a different perception. This opens up other plot points in the future.

The idea of volunteers and assignments are appearing on almost every chapter so far. Assignments are important in the book of the Giver, since assignments will change your life, and will most likely determine your future. Jonas is afraid of what he would get assigned to be, afraid that he might be assigned to something he doesn't like. This took up a huge part of the first few chapters of the book, since the ceremony of twelve was coming soon.

"If you don't fit in, you can apply Elsewhere."
Elsewhere in this sentence is capitalised because its a broad concept to the people in this community. Nobody knows what is outside of the community they live in and they are blocked out from any outer source. So they refer to anywhere other than their own community like one country. Also, they combine the concept of death with being released and sent elsewhere. The fact that they avoid ever questioning the disappearance of people who are released or sent elsewhere shows that people fear the government.

When Jonas was bathing Larissa during his volunteer hours, they were discussing Roberto who had been released. During the end of the conversation Jonas asked Larissa, "Where exactly did Roberto go?" Larissa replied saying, "I don't know." This was an Aha Moment to me because it showed that the people in the community didn't know that release actually means people are dying. I think that people know release as a releasement of this community and that they go to a different community or maybe a place where the release go.

Jonas was waiting patiently to receive his job. However, the elder skipped him and called the 20th instead, not 19th, which is Jonas's number. He was shocked, like everyone else, questioning himself if he did something wrong. Later on, after the other twelves have received their assignments, he is called on stage, and receives the job to be a receiver. Everyone is shocked but also glad, and now he has to be alone, separated from others. So his future would change from that period on, and nobody knows what is going to happen.
