The government also takes control for crisis like a drought or enemies that try to attack. The way the governments laws help if for example “If a man put out the eye of a nobleman, his eye shall be put out. An eye for an eye.” since it makes it fair to everyone that if someone got hurt then the person who hurt will get hurt back as a lesson of what they did.

And finally something about Hammurabi's law is that under "The Code of Hammurabi" The text says "This was a set of 282 laws that were carved into stones and placed in public areas so that everyone could see them. Most people couldn’t read back then, but King Hammurabi wanted to show he was fair, and for his laws to remain in place after he died."
