America decided to help by allowing arms sale while still being neutral. They could sell arms to other countries, because they sold them - not gave them - but Britain mainly gained in this ban. Isolationists thought that it made America no longer neutral, so they made it a 'cash-and-carry' basis only. Still, Britain was helped even more by a loop-hole which allowed Britain to trade islands for weapons; this helped America by allowing them to gain more land for bases.
