The volunteers are often unable to solve their problems with the CIGNA on their own, this is also the reason why National agencies and organizations must also have sufficient access to information (insurance conditions) and forms. Where can NAs find the latest coverage overview file and further supporting documents?

For NA´s it seems unclear how the procedures work now once volunteers are registered with CIGNA. How is the process? What documents do the volunteers receive and by what means? In which language? Not all volunteers speak English. What information do the organizations that register the volunteers with CIGNA via the PASS tool receive at the moment are probably the organizations that submitted the budget application (namely the project management organizations - Lead). How NA´s can make sure that all volunteers are actually insured?

Full coverage for volunteers from third countries, who require total cover, cannot be indicated in MT+/Ben.module However, full cover is required for all volunteers from third countries and european volunteers to third countries, since the EHIC is only valid in EU member states.

As a result, in each single case discussions must first be held with CIGNA. At the moment, the CIGNA registration is "automatic" via the PASS tool and in the future it should be done via the Beneficiary Module. There must be a technical possibility of specifying complementary or full coverage, or CIGNA could automatically program volunteers who come from non-EHIC countries or travel to non-EHIC countries so that full cover always applies.
