Te chapter is about a controversial decision. It’s the decision making about the new windmill that Napoleon wants to do, Snowball doesn’t want to make that windmill because he thought that it isn’t necessary.
In my opinion it’s a good idea because it’s an energy producer to the farm. They will have energy for free with that windmill.

E.g. for real life:
It’s like wind energy produced by the government to get energy without all that pollution that generates create the energy by nuclear centers.

In this chapter we can see an unexpected turn about what happen with Snowball for the fault of Napoleon. Here, even if it's a story, we can see what happen in real life, we can trust in anybody, we have to select specifically in who we can trust, talking about (for example) in our lives like our friends, and in other levels like politic form, with deals and pacts with other countries. The treason is something that, although it isn´t good, but is so common, may be in our lives in something small, but in a country can give to a war.

A dictator, like Napoleon, search the power in all the people, in this case the animals, he wants to be the best, the powerful animal in the farm, but that generate a problem, may be scare nonconformity in the population, and that makes more problems. This is similar in the government we have, for wanting more and more, and makes them change; may be in the beginning they have good ideas, the power blinds them.

My opinion:
In this chapter tells and describes about an importan desition for the animals, the constructon of windmill. Some animals like Snowball didn't want to build that windmill but Napoleon wanted it.
In this chapter Napoleon began to be a dictator, he started to aply a political regime in which he is the unic that governs with total power, without being subject to any type of limitations and with the power to modify "laws" at he want.

I think that this is something that happens in our world, some countries still have an dictature. Also the construction of a windmill is related to humanity as it has been built around our tools to make our work easier and the animals of the farm were doing the same.
