IFLA, short for International Federation of Library Associations and Institutions was founded in 1927. More precisely, it was established after the Annual Meeting of the UK Library Association in Edinburgh, Scotland-when European library associations signed a resolution at the celebration of the 50th anniversary of the Library Association of UK. During the 1930s, library associations from outside Europe and the US joined which are India, China, Japan, Mexico and the Philippines. From there on, their membership has grown to 64 associations from 42 countries which then grew to 250 members from 52 countries by 1970. Today, there are over 1,400 members from about 140 countries and is the leading international body representing the interests of library and information services and their users.

Interestingly, IFLA had a close partnership with the Committee for International Cooperation of the League of Nations, which was set up in 1922. This Committee later on can be regarded as a forerunner of UNESCO (United Nations Educational, Scientific and Cultural Organization).

UNESCO plays a big part in setting up today's IFLA, that provides bibliographical control at international scale. It is a specialized agency of the United Nations (UN) founded in 1945 after the WWII, establish the agency's goals, governing structure, and operating framework in order to initiate sustainable development by-mustering science, knowledge and policy, attain quality education and building inclusive knowledge societies through information and communication.

IFLA finally proposed to UNESCO in the early 1970's to develop a major policy for the objective of promoting a worldwide system for the control and exchange of bibliographic information. Universal Bibliographic Control (UBC) plays the core purpose to make data of every publication in all countries available and accessible to users worldwide.

in 1964, the Government of Malaysia was directed a study on the establishment of a national standards organization. SIRIM was called as the Standards Institution of Malaysia (SIM) established in early 1966 as a department under the Ministry of Commerce and Industry. SIM had been certified licenses and declaration of standards by the Standards Council back in October 1966 that making SIM the national standards body.

YM Raja Tan Sri Mohar Raja Badiozaman has been appointed as chairman of the Standards Council whereas Dr. Leong Kwok Onn became the Director of SIM as well as Secretary to the Council. in 1974, the National Action Council decided that SIM be merged with the National Institute for Scientific and Industrial Research (NISIR) to form the Standards and Industrial Research Institute of Malaysia (SIRIM).

The newly opened. 25 acre SIRIM Complex standing at the very entrance into Shah Alam comprises of five main blocks housing the Administrative, Standards, Electrical and Electronics, Mechanical/Civil Engineering and Chemical activities of the institute. During 1980, the designs for the Conformity and Safety Marks together with the terms and conditions governing the use were approved by the Standards Committee. Manufacturers awarded Certificates of Conformity did not have any mark to denotate the products were in compliance with standards until the Conformity was introduced. To add precaution in controlling certified products and minimize imitation, the use of SIRIM security labels was introduced during the early part of the year. the use of security is initially confined to safety items like protective helmets for motorcyclists, seat belts for motorists, ballasts and luminaries.

1. LAMMS Committee

IFLA (libraries), ICA (archives), ICOM (museums), ICOMOS (monuments and sites) and CCAAA (audiovisual archives) are international organizations that have a long, close relationship and cooperation to promote better understanding on matters of common interest in regards to cultural sector. They propose a mutual objective which is to reinforce the advocacy for the role of libraries, archives, museums, monuments and sites in the knowledge society whilst preserving the world's cultural written, visual and built heritage. This committee's main focuses include areas like copyright and other legal matters, political lobby, protection of cultural heritage, global digital libraries, and standardization.

2. SCIENCE+ART=CREATIVITY: Libraries and the New Collaborative Thinking

At the IFLA 2014 World Library and Information Congress in Lyon, France, IFLA's Science and Technology Libraries and the Art Libraries Sections of IFLA are co-sponsoring in promoting STEM disciplines; science, technology, engineering and mathematics, coupled with arts to expand the term into STEAM. Artists, curators and designers come together to revolutionize the impact of science and technology into their modes of practice.

3. 57th IFLA World Congress - 2020 World Landscape Architects Summit

Organised by Institute of Landscape Architects Malaysia and IFLA and in cooperation with the National Landscape Department Ministry of Federal territories Malaysia, this major event plays a leading role in formulating architecture-based solutions for a better future-by becoming a platform where regions share issues and ideas to ensure the landscape architecture profession is ready to fulfil requirements of the society, environment and urban living for years to come.

Bernama Library has been co-existed with Bernama after the national news agency was launch on 30th August 1967 under the Parliament Act 1967. Being placed under the Human Resource and Administration department, it starts its operation on 20th Mei 1968. Beginning from 15 January 2001, library was known as Information Centre and Library (Infolib) and Information Centre and Library News (InfolibNews) from June 2014 onwards. The changes of the name were in-line with its function as InfolibNews provides news collection that related to Malaysia published by Bernama itself and local newspapers. Besides news collection, InfolibNews also provide other reading materials. InfolibNews starts to operate at garage of an old bungalow at no. 222, Jalan Pekeliling (currently known as Jalan Tun Razak) on 1968 before moved to Wisma Belia, Jalan Syed Putra (1971), MCOBA building, Jalan Syed Putra (1978) and Ground floor of Wisma Bernama, Jalan Tun Razak (2nd May 1984). On 13th Sept 2008, InfolibNews starts to operate at 8th floor of Wisma Bernama and later at 11th floor of the same building. The 48 year-old InfolibNews always keep pace with the development of ICT as it has its own portal, library system, news and information database and online service. The library is also actively using the social media to promote its services. InfolibNews moved to 11th floor of Wisma Bernama after receiving allocation through RMK10. With the newly received budget, the library carried out upgrades which covered five components. The components were renovation of reading and staff space, research grant, ICT requirement, digitization project, and upgrade of library system. InfolibNews mainly provides information in news information scope as it houses more than 1.3 million Bernama news and more than 3 million news published by major local newspaper. The library also stores more than 8,000 biodata of prominent Malaysians and more than 3,000 of important subject information and large amount of general information about Malaysia. Digitization project was initiated on 1996 until today. During the earlier days, the physical news piece was processed manually. Today, there are 3.5 million digital articles which available to be accessed through BLIS system and CD-ROM. Tun Dr Mahathir CD-ROM stores 122,174 articles while Bernama news CD-ROM store 768,750 articles. At the beginning of its formation, InfolibNews was only opened to government and private organization as well as students depending on their demand. Small amount of fee was being charged. However, after realizing the value of its collections towards Malaysian, InfolibNews open its service to clients who paid for the service, through a system called Bernama Library & Infolink Service or BLIS on April 1986. More subscribers were gain through BLIS as it was started to operate on May 2001 and was upgraded on 1st May 2008. Infolibnews contributed to some parts of BLIS content and provide training of the system to Bernama staff and clients. InfolibNews is also cooperate with Database and Corporate Information Division which also contributed to parts BLIS content, organized training to clients, manage showcasing session and fully manage BLIS subscription matter. InfoLibNews portal, which provide access to reading material collections and information about Bernama was launched on 22 April 2008 and was upgraded on 2014. A lot of reading campaign activities (refer activity section) and service (refer service section) were introduced and upgraded from time to time to ensure InfoLibNew able to deliver the best service to its client.

BERNAMA's formal birthday is on August 30. (30 August, 1967) On that date in 1967 (the tenth anniversary of Independence), a BERNAMA launching ceremony was held in Parliament House, Kuala Lumpur. Launched by Tengku Abdul Rahman in an hour-long ceremony held at the Banquet Hall of Parliament House. Tengku handed to Chairman, Board of Governors Bernama, Tan Sri Abdul Aziz bin Yeop, a copy of the Bernama Act printed in gold and enclosed in a leather-bound folder. Tan Sri Aziz received from Minister of Information and Broadcasting, Inche Senu, a cheque for $500,000, the first instalment of the $1.5 million grant promised by the Government to help the organisation. The National Library of Malaysia was established in Kuala Lumpur in 1972 to make library resources available to the general public and to act as a store for collections of national interest.

The National Library is responsible for providing a collection of knowledge at national level for the present and future generations. In its effort to strengthen the library's collection, the National Library continues to play an active role in its acquisition of library materials through enforcement of the Deposit of Library Material Act 1986, acquisition, gift and exchange.

1. United Nations: Sustainable Development Goals Workshop

NLM cooperated with public libraries in Malaysia to conduct the workshop
on UN Sustainable Development Goals (SDG). The objectives of the workshop were to strengthen the ability of the libraries in Malaysia to advocate for equitable access to information and to propose the initiatives
in order to achieve the 17 pillars Sustainable Development Goals 2030. 22 libraries and 39 librarians were involved in the workshop. 235 programmes have been drafted as potential programmes for the
library sector to support SDG.

2. Collaboration with Foreign Embassies in Malaysia

NLM has established cooperation with several foreign embassies in Malaysia such as Embassy of the Islamic Republic of Iran, Embassy of the Republic of Kazakhstan, Embassy of the United States of America
and Embassy of Hungary. The cooperation involved book donations, exhibitions, showcase, literary and cultural day programmes. This programmes will continue to foster closer cooperation in resource sharing.
In 2016, NLM received a total of 669 materials that consists of 140 books,
65 compact disc, 240 postcards and 224 photo posters from the Kazakhstan Embassy in Malaysia. Most of the materials received are in English with a few in the Malay and Kazakhstan languages and have
been documented to be used as reference materials. The official handing over of Kazakhstan collection to NLM was held on 29 December 2016 at NLM.

3.Collaboration between University Libraries and National Library of
Malaysia (PERPUN)

NLM also embarks on resource sharing through collaboration with the
university libraries. The most prominent consortium is the Conference of
University Libraries and National Library of Malaysia (PERPUN).
PERPUN is a forum of cooperation among the Chief Librarians of public
universities and government-linked universities and the Director-General,
NLM. Many collaborative projects among NLM and the academic libraries
have been carried out which include Malaysian University Libraries and
National Library Network (MyUniNET). MyUninet is the official name for
PERPUN Portal and a gateway to online information resources for the universities in Malaysia and is accessible via http://perpun.upm.edu.my/.
The portal provides access to Malaysian Theses Online (MyTo) and Malaysian Union List of Serials (MyULIS) databases. Besides that, the Malaysian Information System LibRarians (MySyL) and Malaysian OnlineE-Resources Consortium (MOLEC) are responsible for the development of content in MyUniNet Portal. NLM’s portal http://www.pnm.gov.my/ is
is linked to PERPUN’s Portal http://perpun.upm.edu.masy/ as
as a reference source to get information and materials through ILL services.

1. NLM’s Research and Development (R & D)

NLM conducted two (2) studies pertaining to library services and
development in 2016 to further enhance the quality of library services and collection in Malaysia. NLM future directions and
strategic plans were based on the findings of these studies. The two studies carried out in 2016 were A Study of the Effectiveness of Union Catalogue of Malaysia Services and An Impact Study of NLM Digital Library Services.

2. NLM Electronic Resources Portal (www.u-library.gov.my)
This is a single sign on portal to all the electronic resources and provided
free to all Malaysians. This portal can be accessed through personal
computer, tablet computer, laptop, smart phone and other electronic
gadgets by registering as an online member through www.u-library.gov.my or NLM portal http://www.pnm.gov.my. The
services provided in this portal include borrowing and downloading of e-
books and e-magazines. Among the online databases available in this portal
include Library Press Display,BLIS, iG Library, Emerald Management
Xtra, Encyclopedia Britiannica Online Library Edition, World E-Book
Library, Overdrive e-book, e-Brary, EBSCO Host and Zinio e- magazine.

All in all, it is truly evident that the access of information plays a huge part in the overall development of a society. The history of each organization helps us recognize the need of their services in our daily lives whether us being students, pupils, or workers in big companies. Not only do they provide access to information to users on both national and international scale, they also ensure integrity when utilizing information and data-by issuing standards and policies for the public to adhere. At the same time, these organizations have a mutual objective which is to ensuring economic, education and infrastructure growth in a particular society or nation.
