Black Death infected lots of oficials and politicals, and made them die. Instability ruled because the government was helpless and had no strategy to deal with the plague's results, but the law established diferent protocols before they fall.During both pandemics, the goverment made lots of changes and forced the isolation, even though the measures were diferent. The bad handeling durng the bubonic plague made it able to extend more.
