William has just honored Harold with the gift of arms, which would have been seen as making William Harold's overlord. I think that William is the man sitting down, watching everything that is happening. In this scene, Harold swears a solemn oath on holy relics, and it seems as though William is sitting down and doing what he is doing because he is showing his "excitement" and care about the job of the king, and he wants everyone to see how good of a king he'd be, and how he would make decisions that are right for not only him, but also his people. An example of this is when he lets Harold free after swearing the oath. He wants to be a great ruler. :)
