         <description><![CDATA[<div>I feel that the hurricanes slowed any type of development that Haiti was already conducting. The difference in Haiti and the US is that the US has a stronger infrastructure than Haiti so it is easier to bounce back. When a hurricane hit New Orleans the US was able to build back the city quicker then would happen in Haiti.<br> </div>]]></description>
