Wilson is the representative human because he is shown to have a very advanced social understanding, he sees the brainwashing going on around him, he can read someone's face to tell they feel the same as him. And most importantly, he can distinguish between right and wrong, as he knows he committed a thoughtcrime, and acknowledges that it's wrong and will get him killed. He also has a very well developed emotional capacity, he won't let himself go with how others feel.

Winston Smith functions as the representative human because of his thoughts and feelings about Oceania. Everyone else functions like a robot, taking and following orders without question and allowing the government to choose what they think, but with Winston we not only see that he takes orders like everyone else, but we can also see how his thoughts set him apart from the others. That is what makes him like a human rather than a robot. He questions the system and the government which sets him apart from others in Oceania. One example of this from the novel is when he starts writing in his diary.
