Hurricane season has negative impacts on the region, but the impacts disproportionately affects farmers and rural folk.

The immediate proximate causes of poverty may actually be correlational and NOT deep, for example are corrupt and 'bad' governance may facilitate poverty, but is lack of transparency a conceptual framework to expedite mega economic projects to benefit the poor? Likewise though higher education can prevent poverty, how can impoverished families ensure their children access education if these families are without the money to pay for school uniforms, transportation fees to get the children to school etcetera.
