Get Started - quantifying readiness and starting the prevention process
2. Get Organized - organizing a coalition that is diverse and relevant to the target population
3. Develop a Profile - data collection
4. Create a Plan - development of a community action plan
5. Implement and Evaluate - implementation of strategies and periodic evaluation

Essential Components
Collaborative
Proactive
Science-based
Data-driven

Valerie
As all have mentioned, the CTC model is a prevention system that aims to reduce elevated risks, enhance protection, promote healthy youth development, and prevent adolescent behavior problems community wide. It is guided theoretically by the social development strategy, which is the prosocial pathway of the SDM.
