         <description><![CDATA[<p>Another important principle that has guided the development of Singapore is meritocracy.</p><ul><li><p>Meritocracy refers to a system that distributes opportunities and rewards according to merit.</p></li><li><p>People are rewarded accordingly to the efforts they put in rather than factors such as their race, religion and family background.</p></li><li><p>When people are rewarded based on their abilities and effort, they are encouraged to work harder.</p></li></ul><p>For example, students in government and specialised schools are offered awards based on their character, leadership, conduct, learning attitudes and academic performance.</p>]]></description>

         <description><![CDATA[<p>Providing a stake for everyone and opportunities for all entails giving citizens a say in decision-making.</p><ul><li><p>When citizens feel that they have a stake in Singapore's future, they develop a greater sense of belonging and become more willing to be involved in working towards the good of society.</p></li><li><p>Therefore, opportunities are created to encourage citizens to share their views on policies and decision-making.</p><p>One example of a government initiative that illustrates this principle is the engagement with citizens through the Singapore Together movement which encouraged Singaporeans to partner the government and one another to shape and act on their shared future in areas they care about.</p></li></ul>]]></description>
