By dehumanizing the Hutus to animals, vermin, or disease, it made it easier to kill them, because they were considered as a pestilence that had to be eradicated. The Hutus were thinking of the Tutsis as animals or even entities, making it easier to kill them without any remorse or compassion. This dehumanization stage gives an ideological justification to the Hutus, who believe they are trying to purify society. The Hutus do not feel any remorse or compassion because if the Tutsis are animals or vermin, killing them is not murder. If dehumanization had not happened in the Rwandan genocide, there may have been more moderate Hutus and fewer radical Hutus. This started with the assassination of President Habyarimana. Although it has not been determined who was responsible for the assassination, the Hutus used this as a way to blame the Tutsis, take over the government, and start the killings. All citizens of Rwanda had an identity card, so Hutus could find out which people were identified as Tutsi and where they lived, so they could organize attacks against them. Identity cards came about in Rwanda when the Belgians took control of Rwanda before the genocide. In 1933, the Belgians solidified the categories of Rwandans by mandating that every person was to have an identity card that labeled them either Tutsi, Hutu, or Twa. These were so readily available that anyone could exchange two beers for a grenade. The report claimed the weapons were imported from France, Egypt and South Africa. As the Hutu's held power during the genocide, the government served an active role in supplying the weapons. According to a secret government document, more than 2000 assault rifles were distributed to civilians in disguise for self-defense. Tutsi and people suspected of being Tutsi were killed in their homes and as they tried to flee at roadblocks set up across the country during the genocide. Entire families were killed at a time. Women were systematically and brutally raped. It is estimated that some 200,000 people participated in the perpetration of the Rwandan genocide. Instead they stated that it was a simple civil war in Rwanda. During the Rwandan genocide, the U.S. State Department’s lawyers infamously directed U.S. diplomats to avoid use of the word genocide. Only “acts of genocide” were being committed, they said. Even after it had become indisputable that what was going on in Rwanda was a genocide, American officials had shunned the g-word, fearing that it would cause demands for intervention.
