Capulet and Montague are the coaches of the schools, Romeo and Juliet are the captains of the two teams, and the other characters like Tybalt, Mercutio, etc. are part of the respective teams of their schools. Friends like Benvolio could easily be acted as competitors who were eliminated in earlier rounds from other schools. 
The dance would be like a before-competition meeting for all the schools in the amphitheater, while the balcony scene would be like the after-party held by the Capulet school for all of the schools in their city (which Romeo and Mercutio sneak into because Romeo likes one of the girls in the city who is not a Capulet).
