The proposal suggested in this article wants to replace the Electoral College which always focuses on swing states to be the decision maker in the elections. With direct election no matter if your state is always either Democrat or Republican, your vote will directly be heard and not hidden if you vote against the "majority" in your state. This indeed makes each state as important as swing states and forces campaigns to listen to more people and what they want in the new presidency.
