The large states thought that representation should be based on the state's population, so if a state has a greater population, they should have more representatives. The small states thought that all states, regardless of population, should be treated equally and have the same number of representatives. The Virginia Plan had a large state population and wanted number of representatives based on population. The New Jersey Plan had a small state population and wanted equal number of representatives for each state. The Great Compromise solved the dispute over representation in Congress. The Southern states wanted to count slaves as part of the population for representation but not for taxes. The Northern states wanted to allow slaves to be counted for taxes but not for representation. The 3/5 Compromise was a compromise that solved the dispute on how to count slaves.
