<title>The delegates from the small states and large states had a debate because they had different opinions about how many representatives each state should have. The large states thought that representation should be based on the state&#39;s population, so if a state has a greater population, they should have more representatives. The small states thought that all states, regardless of population, should be treated equally and have the same number of representatives. The Virginia Plan had a large state population and wanted number of representatives based on population. The New Jersey Plan had a small state population and wanted equal number of representatives for each state. The Great Compromise solved the dispute over representation in Congress. It was a two house congress (senate and house of representatives) that the delegates created.</title>

<title>The Northern and Southern states disagreed on how slaves should be counted in the population. The Southern states wanted to count slaves as part of the population for representation but not for taxes. The Northern states wanted to allow slaves to be counted for taxes but not for representation. The 3/5 Compromise was a compromise that solved the dispute on how to count slaves. The Southern states allowed to count slaves as 3/5 of a person for representation and taxation purposes (5 slaves = 3 people in counting the population). </title>

<title>The Northern and Southern states had another disagreement about trade, and who was going to be in control. North wanted to control trade, while South worried it would hurt their economy. They made a compromise called the Commerce Compromise. The North agreed to wait 20 years to ban slavery.</title>

<title>The federalists and anti federalists did not agree on many things. The federalists wanted a strong national government while the anti federalists wanted a strong state government. The federalists wanted a constitution but did not want a bill of rights. The anti federalists were against a constitution and wanted a bill of rights. The leader for the federalists was Alexander Hamilton, and the leader for anti federalists was George Mason.</title>
