I have never seen this model in practice so far. It is new to me. After watching the video and reading the article I believe it has a very precise students' population.
On one of the testimonies given, Michael Shapiro says“We use technology as a framework to paint the whole picture of the learning process,” “Technology is seen as an accessible, dynamic tool in the toolbox for students to use. It’s not the only tool, but it is a powerful, available, and engaging tool.”
I do agree, but you certainly need to have the required requisites to make it work.

I can clearly see the intentions of the inventor or the designer of the “individual rotation model” (flexibility for all parts, personalization of learning, autonomy, cultivation of responsibility, meaningful learning,…) but I can not clearly make out how the necessary devotion could be deployed in practice, taking into account the psychological or academic immaturity of our young and numerous students (each year I teach to more than a hundred and twenty students, in weekly basis). Considering the variety of the “class composition” in demands, needs and abilities, developing such a model in practice would require a lot of time and effort on behalf of the teacher. In addition, the need for implementation of a final formative assessment would decrease and devalue the beneficial effects of the model. I found it suitable for informal or non-formal adult educational practices.

It requires careful planning and co-ordination of activities so that students do not get off track and achieve particular learning goals set by their teachers or themselves.
IT skills are definitely a prerequisite both for teachers and students and so is internet accessibility and apropriate infrastructure in homes and schools. That makes it perhaps harder to implement in rural areas with limited budgets for schools.
It is kind of complicated of course, but surely it pays off when implemented correctly.

I think that, given the complexity of this kind of activity, it is often not feasible, but it be one of the many activities to be carried out. I would be worried about completely decentralizing teaching in favor of an algorithm without the timely possible remodeling of the teacher who must always be the real mediator both of learning and of social and emotional interaction with students and among students. There is a massive set up needed for this course, but not only that but there is a big amount of work needed at the start of the year need in diagnostic and planing for each student.
