A villain becomes a bad person when he or she induces harm on someone weather it be emotionally or physically. Hurting someone emotionally would be with words and hurting someone physically would be like hitting or killing them.

I believe when you are born you have no thoughts on life since you are little and start realizing your purpose in the world and learning about life as you grow. For instance, say you were a drug addict then decided to overcome your addiction and no longer do drugs. When you were born, you were not a drug addict. However, you slowly became one, maybe trying it for your first time. Then maybe doing it every week, then having it turning into an addiction. You chose to do that yourself and it eventually grew more and more. Just like a villain, you aren't one at birth. You slowly evolve into one. Maybe having evil thoughts at first, then doing bad things like stealing, then eventually hurting and killing innocent people. In Grendel's case, he didn't really have the choice to be one or not, but for other villains I believe it evolves over time and they make that decision by themselves. Even if you were born as a villain you still have the choice to continue to be one or change. Grendel, however decided not too.
