However, trust must be established as a result of critical thinking on reliable information (i.e. not blind trust) 

Trust results in confidence which can lead to smoother processes of execution. 

It depends on if disappointment is equivalent to mistrust. It also depends on the process of the decision. For example, it may be a breach of trust if the body consulted the groups, claims to care about what they have to say, but deliberately ignores them. 
Versus, if the body uses the extent of the information to come to a conclusion that has validity but does not necessarily benefit all groups. This would definitely be disappointing but not necessarily a breach of trust.
