         <description><![CDATA[<div>Trust is imperative for effectiveness.&nbsp;<br><br>However, trust must be established as a result of critical thinking on reliable information (i.e. not blind trust)&nbsp;<br><br>Trust results in confidence which can lead to smoother processes of execution.&nbsp;<br><br>It depends on if disappointment is equivalent to mistrust. It also depends on the process of the decision. For example, it may be a breach of trust if the body consulted the groups, claims to care about what they have to say, but deliberately ignores them.&nbsp;<br>Versus, if the body uses the extent of the information to come to a conclusion that has validity but does not necessarily benefit all groups. This would definitely be disappointing but not necessarily a breach of trust.&nbsp;<br><br>It depends on the extent of the disappointment, the extent of harm,&nbsp; the quality of the relationship between the decision-maker and stakeholders AND the historical context.&nbsp;</div>]]></description>
