It depends on the context of culture or society. For example, laughing at a funeral, wearing flip flops at an opera.

Whether something is deviant or not depends on the contextual definition in that particular culture, situation and the response of majority of people to that particular behavior i.e. it is decided by the majority of people or someone in power, in the society or culture at that particular time and place.

It is based on the observation that uncommon behavior can also allow people to successfully solve simple issues in a community or society. These deviance can solve some problems which cannot be solved by traditional methods. For example, the approach to positive deviance was found in Vietnam. Here, many children from the community were malnourished. To everyone's surprise, few poor families had their children well-fed. They told of collecting the food which was considered bad for children and feed them multiple times in a day in small quantities.
