They thought that they would quickly disobey the doctor because it was inhuman to shock a person that intensely. In reality, there was not a test subject that did less than 300 volts. We do not know how far our obedience to authority will go until it is put to the test. As for the part about believing that 135+ volts is inhumane, test subjects believed that the doctor, not them, was to blame. These teachers knew that there could have been a maximum capacity of 450 volts but only went to around 120 volts for psychologists. Even though people have the power to damage the kids in this experiment, they choose not to because of the empathy connected from teacher to learner. Only someone with truly immoral values would go so far as to use the maximum voltage for a mere experiment.

They are so scared that they are willing to inflict pain upon others to make sure that the authority figure is obeyed. This gives an explanation for how people can do such horrible things. Because if there is an authority figure giving orders then the horrible task is the the authority figure's fault. This can be extended to the Holocaust fairly easily. The guards will do horrible things because in their minds anything that happens is because of the orders of the authority figure.
