And on another hand, insulting to those who already are efficient and proficient teachers. There should be no assumption that every teacher is acclimated to the culture of the county's process. A litmus test to access the levels and knowledge of the teachers should be taken.

However, numbering the pages or the sections to coincide with the instructor's comments would make navigating to the correct section much easier.
