To briefly summarize, civilization was moved into outer space because the earth was dying. After years of living in space, oxygen begins to run out, so it is decided that 100 teenagers who had been in prison were sent to the ground in order to test whether or not it was safe. They did not know that their home in space was dying, and neither did the people within space (other than trusted officials). Of course, the obvious connection is that there is a floating habitat in which intelligent people live, and when they go to the ground they have to figure out how to live differently.
