Due to gender roles that exist in the society, men and women are expected to excel at a certain skill. For example, men may be expected to do better in STEM fields, while women may be expected to fare better in Humanities. As a result, when leaders in gender-incongruent areas are judged, they are judged differently compared to those in gender-congruent fields. For example, women working as leaders in the construction field might be judged less than their male counterparts since people believe women can't do construction work properly, i.e they are predisposed to failure, while the men are supposed to excel at this. Therefore, those men might be judged more harshly. (Thoroughgood, Sawyer, Hunter 2013)

When women leaders act in ways that are consistent with gender stereotypes (i.e., focus on work relationships and express concern for other people’s perspectives), women are viewed as less competent leaders, as too soft. When women act in ways that are inconsistent with such stereotypes, however (i.e., act assertively, focus on work task, display ambition), their behavior is judged as too tough, even unfeminine.
Furthermore, when it comes to proving leadership capabilities, women are subjected to higher standards than men. They have to work harder to show the same level of competence and have to confront additional trade-offs than their men counterparts in order to lead effectively. (The Double-Bind Dilemma for Women in Leadership: Damned if You Do, Doomed if You Don’t (Report), Catalyst, 2007)

The fields considered to be congruent to men are innumerable. Their domination spreads so wide that women, if they want to get a job, have to opt for these fields also, eg: technology. Therefore, the gender congruence bias is basically discriminating towards women as a whole since there are so few fields considered to be dedicatied and women, and oftentimes, these fields are low level and undereducated
