         <description><![CDATA[<div>Representative Government,Limited Government,Individual rights, and separation of powers.<br>People wanted a government that would represent their ideas and beliefs.<br>Power was divided between branches of Government so one group wouldn't have a lot of power.<br>Government was carefully balanced and limited so the people would not have to say anything about Government.<br>One way to protect people from Excess Government power was to legally protect their rights and liberties.</div>]]></description>

         <title>Shay&#39;s Rebellion</title>

         <description><![CDATA[<div>In September 1786 a small band of farmers who live in Massachusetts rebelled at the prospect of losing their lands and farms.<br>The commanding officer of the rebellion is Captain. Daniel Shay a former Revolutionary war soldier.<br>Farmers attacked courthouses by preventing judges from foreclosing on their land.<br>By 1787 the ranks increased&nbsp; to nearly 2,500 men and Shay also stormed the Springfield military arsenal which kept hundreds of guns.<br>Plus Massachusetts&nbsp; asked congress for help but instead a state militia stopped the rebellion.<br>After the rebellion it hastened moves to revise the Articles of Confederation.<br><br></div>]]></description>

         <title>Virginia plan vs New Jersey plan </title>

         <description><![CDATA[<div>The Virginia Plan- in weeks before the Philadelphia convention delegates from Virginia gathered to discuss the problems of the existing government.<br>Apparently what was needed is a new Government and not a revision of the AOC.<br>Fourth day of the convention Virginia delegate Edmond Randolph presented the Virginia plan to the Philadelphia convention.<br>Based on James Madison ideas the  Virginia Plan called for the 3 branches of government Legislature, Executive, and Judicial branch.<br>Unlike The Articles of Confederation Virginia wanted a strong national government to make laws, levy own taxes and control commerce and power to overcome state laws.<br>The Virginia plan called for a Bicameral Legislature.<br>The New Jersey plan- Delegates from small states were concerned about The Virginia Plans power for large states.<br>After 2 weeks of discussion small states made a plan of their own presented by William Paterson of New Jersey created The New Jersey Plan.<br>The New Jersey Plan called for a strong central government made up of 3 branches and it proposed a Unicameral Legislature with each state using one vote giving equal represnetation to every state.<br>After three days of vigorous debate the convention voted on The New Jersey Plan but was ultimately rejected</div>]]></description>
