Just because America won the war and stopped Japan, America has caused so much casualties to the Japanese people. With people being so badly hurt and causing problems for them in the future.

Not enough attention was given to the fact that war is so evil that it can take innocent lives by the houndred of thousands. This is because War has been around for soo long that people deem in necessary. War is not going anywhere but the weapons that are used in War are getting regulated after using them.

What qualifies as an "atrocity"?

I believe the world could agree on "off limits" during war only if everyone knows the atrocity and impacts on such a powerful weapon. I feel that you should stop when it gets into the basics of war, like tanks or big artillery weapons. A atrocity is casulties to several thousands of innocent civilians.
