Social Efficiency is looking for a change in the end behavior. According to Schiro "the behavioral engineer views teaching as a process of shaping learners' behavior through the use of rewards and reinforcements." The idea is a specific stimulus will automatically result in the final result. There are 3 stages of learning: cognitive stage, associative stage, and an automatic stage.

The first stage is the cognitive stage. During this stage, the skill to be learned is presented. The second stage is associative stage. During this stage, learners become more proficient in what they are doing. The last stage is the automatic stage. During this stage, the skill becomes automatic as they continue to practice.

Terminal Objectives are determined by society. This becomes the educators job to discover what the objectives are. This leaves educators to determine the needs of society and the products that fulfill those needs (Schiro). The progressive objective is the second objective. According to Schiro, "society specifies the desired product of the schools, it is the educators who determine the most efficient way of producing it."

The goal of educating students in the Social Efficiency Ideology is to increase the purpose of society and prepare the student to lead a productive life as an adult. It was effective in a time society needed specific people for specific trades instead of filling students with information they would never use again.
