At this time they had a plan to move soil that was contaminated with PCB's the a county named Warren county. This was one of few counties in the state with a majority black population. This started a massive wave of protest and ultimately resulted in the U.S congressman getting arrested. But
they failed to treat the new supply adequately which caused major exposure to 100,000 majority-
black inhabitants to dangerous amounts of lead.  to this day the city has only fixed 85% of the pipe and still leaves many scared with out water.
