The quote saying « all gave some, some gave all " might suggest ~~means~~ that everyone gave a part of them during the attacks, and some gave all because they gave their lives to save others. The Twin Towers ~~might~~ may have been represented on fire to immortalize this dramatic event. He must have gotten this tattoo as a way to pay tribute to his friends.
