Henriquez uses figurative language in this quote, to convey a vexed tone to show the difficulty of Mayor interacting with Maribel. The quote "the rain was drizzling like static" compares rain and static as background noise to show how Mayor was more interested in helping Maribel than getting soaked. Also, " after a traffic jam of silence " helps show Mayors frustration and annoyance with being unable to advance in a conversation with Maribel. This is why the tone is vexed as Mayor is annoyed and confused about Maribel's responses or lack thereof after Garret assaulted her. Hence this tone is used by the author to show Mayors difficulties with trying to be friendly towards Maribel.

The Author uses a metaphor comparing the traffic jam to the silence between Maribel and Mayor. The idea set here expresses that Mayor feels stuck in this silence and has no control over it not being able to move forward in the conversation. After the idea is set the author creates this vexed tone in the passage to express the confused and annoyed feeling that is occuring within Mayor while not being able to carry on the conversation with Maribel.

In the text, Henriquez uses a simile to emphasize how loud the rain is, "the rain is drizzling like static". Then, Henriquez uses a metaphor to compare the awkward silence to a traffic jam. The overall tone Henriquez creates is sympathetic because Mayor is understanding and compassionate towards Maribel's feelings.

That's enough for Mayor to loose all his thoughts. The traffic jam is being compared to the silence, but the racing thoughts inside Mayor's head. The thoughts are compared to the cars in traffic- no one is getting anywhere and doesn't know what to do, as Mayor can't get out his thoughts to say something. + it can feel loud in your head and you get unfocused like in a traffic jam.
It's creating a negative, uncomfortable and awkward tone. By the silence and confusion on Mayor's side when he can't figure out what to say. Henriquez is creating this tone to emphasize the idea that Maribel gets Mayor anxious and flustered by her his attraction to her.

Henriquez uses a metaphor to compare a traffic jam and silence. The traffic jam represents the conversation coming to a stop and not advancing/going anywhere, which leads to the silence.

This is creating a tone of dissatisfaction because the silence in the conversation is shocking to Mayor and is an unpleasant situation to be in. She uses imagery to create a metaphor to compare a traffic jam to silence. This is creating a tone of negativity because he is unhappy that he's in an awkward situation where the conversation isn't going anywhere between him and Maribel. She also uses a connotation to create a bitter tone because Mayor has an angry and/ or hateful emotion against Garret for hurting Maribel.

Henriquez is creating a cold tone in the conversation.
