It is an empire but it never had colonies. It is huge on its own.
There are communists and activists against the Czar.
France and Serbia were sort of allies.
Japan and Britain is the enemy
Russia was having a war with Japan, the Russo-Japan war, which they lost and gave away Port Author.

Germany alliances with Russia, and Ottoman Empire, let England and Italy in neutral, successfully isolated France. After that, the relationship between Russia and Germany started to getting worst.

When World War I began, Italy first quit the battlefield and the Ottoman Empire started to collapse. Biggest fears? Even Russia were not formally allied with Serbia, Russia openly sought political and religious influence in Serbia. Austria fear that they would lose their status of Great Powers.

Abdul Hamid II was forced to set up the constitutional government. 

There is an empire, which consists of Cyprus, Egypt, Tunisia, Bulgaria, Bosnia-Herzegovina.

The Nationalistic problems were that people were fed up with the absolute monarchy system. The Young Turk Revolution (1908) happened and the Second Constitutional Era began.

Major foreign policy goal:
Keep their empire together, repress nationalism of middle east countries in the empire, and protect themselves from Western threats.

Allies: Serbia: when Serbians were fighting against Austrian Empire, Russia provided necessary supports to Serbians. France is kind of form an alliance with the Russian Empire. The increasingly powerful German Empire scared Russia and nearby nations. 
Enemies: the historic enemy was the Ottoman Empire. The Ottoman Empire stopped the Russian Empire to seize control of the Meditarrian Sea areas. Tsars sponsored Slavic insurgents in the Balkans against the Ottomans. 
Major Foreign Policy: Alexander II of Russia was successful in his foreign policy. 
he signed the treaty of Paris to gain rights and control over Turkish groups. He approached his relative William of Prussia and helped him to fight against France. The reason behind it is to gain influence and support from the great German Empire because France is going down at that period of time.

Government: Liberal Government, led by Henry Campbell-Bannerman (from 1905-1908) and then H.H Asquith from 1908 onwards.
 Size of army/navy:  Britain had a small, professional army primarily designed to police its overseas empire.
The entire force consisted of just over 250,000 Regulars. Together with 250,000 Territorials and 200,000 Reservists, this made a total of 700,000 trained soldiers.

The Royal Navy had 18 modern dreadnoughts (6 more under construction), 10 battlecruisers, 20 town cruisers, 15 scout cruisers, 200 destroyers, 29 battleships (pre-dreadnought design) and 150 cruisers built before 1907.

Empire: 
Between 1815 and 1914, a period referred to as Britain's "imperial century" by some historians, around 10 million sq mi (26 million km2) of territory and roughly 400 million people were added to the British Empire.

Countries they owned: Australia, British Guiana, Burma, Canada, Egypt, India (then including what are now Bangladesh, Nepal, and Pakistan), Jamaica, New Zealand, Rhodesia, South Africa and Trinidad.

Allies: France and the Russian Empire

Enemies: Germany, Austria-Hungary, Hungary, Japan and Italy.

Foreign policy goals: British foreign policy initially focused on achieving a balance of power within Europe, with no one country achieving dominance over the affairs of the continent.

Empire? Owning Countries? The French Colonial Empire. They own lands in all 5 continents, including Saint Pierre and Miquelon in North America, Guiana from South America, parts of Africa, Lebanon and  Cambodia in Middle East and Asia etc..
Nationalistic Problems: There are several some rebellions or just fights, but the government are able to control what's happening also, it was been solved by the army.
Allies: Russia, UK
Enemies: Germany
Foreign Policy: France had remained diplomatically isolated in Europe since late 1800s. There were afraid that others will eventually become allies as maybe Russia and German.
