How significant was the public health system in Ancient Rome

I belive that the Roman public health system was really significant as it was the first actual public health system. The Pre-Historic people did not have a public health system as there was no government. The Ancient Egyptians were close to having a public health system, but the poor still suffered. The Greeks were like the Egyptians so the Romans were the first. Their ideology that 'bad smells cause illnesses' was wrong but close because bad smells come from bad things and bad things cause illnesses. This meant that they tried to keep all bad things apart so the system would keep everybody clean including the poor as the public systems were all free. Even today, some countries do not have a public health system so the Romans having one 2000 years, is impressive.
