I have two reasons.

First, some shops get a lot of benefits. But the government should invest more money to keep people safe. The money for economic effect is more than that for safety measures.

So, Halloween is worth carrying out every year　from an economic perspective.

Second, visitors have opportunities to talk with a lot of people. Now we live in an internet society. And because of Covid-19, we cease to meet people face to face and enjoy with other people. Halloween is good event to connect people's hearts and become one. Moreover, we can tell foreign people Japan about not only traditional culture but also the latest culture.

For these reasons, I agree Sibuya accept visitors.

Finally, I suggest that we pick up trash as a volunteer work together the next day because we can get new encounters and bonds.

Also,some people might get injured because of visiting in Shibuya. In fact, in Itaewon, Korea, an accident occurred on Halloween, killing about 160 people. Because of this example, Shibuya should not accept "Halloween people'' in order to avoid getting injured.

First, the accident was caused in Itaewon. We understood its banger. So we can enjoy Shibuya Halloween with avoiding some serious accident by keep being careful.

Second, Shibuya Halloween can be the time what the Japanese young people make communities around the world. It is so precious time for them who will Live in a globalized society.

So I think Shibuya Halloween should keep enjoying with foreign people.

Every year, many people come Halloween in Shibuya. And they spent a lot of money there. Thanks to the

event,promoting positive economic effects for Japan.In addition, the news coverage of this event will attract more people next year.If this happens, it will have a better economic effect than last year.

　 Based on the above results, I agree that Halloween will be held next year.

However,happy Halloween leads to a crime and accident.

I think accepting Halloween visitors may increase the risk of an accident. For example,crowd accidents happen in Itaewon and a man dressed as the Joker stabbed another on a train and attempted to kill others by starting a blaze.

So,I think we should prevent future accidents.

For example, a lot of Halloween visitors doesn't use restaurant and shopping mall.

Also, they were drinking on the street and throwing away their garbage.

So, it is said that does all harm and no good.

You may think that we have foreign tourist.

However, we can't expect they to use their money because their purpose is dressing up Halloween costume or seeing Japanese Halloween.

Therefor, I think Shibuya should not accept Halloween visitors next year.

First, I give you some information about the economic benefits given in halloween. I find out the study written by Japan Anniversary Association. According to the study, "Shibuya Halloween"in 2016 gives economics about 13 billion yen.　It is equivalent the contribution to support Ukraine from government of Japan.

Second, about people get together in halloween.

Its origin is the spree at Shibuya scramble crossing after the 2002 FIFA World Cup co-hosted by Japan and South Korea.

After that, people get together more than the happening.

First, incidents caused by them can be prevented with planned measures. For instance, it is said that Itaewon incident occurred because of insufficient planning, policing and crowed control. BLUE MARBLE said "we should find new ways to address overtourism around the world." So, Shibuya has to control many visitors in new ways.

Second, Halloween events bring Shibuya many economic benefits and are essential for many communities. A lot of people from around the world come to Shibuya Halloween events to dress up or do cosplay. Because there is nothing else except Shibuya to be able to do Halloween cosplay all over the world. So, Shibuya where we are needed and many people bring there many economic effects.

Therefore, I hope Shibuya should accept Halloween visitors, because Shibuya should be needed by many people as a Halloween event place.

a lot of people buy cosplay costumes, and go to restaurants around Shibuya. Second, I think Halloween is a culture. In Halloween, we cannot watch cosplay in some countries like America and Italy. Therefore, I think it is an original thing in Japan.

So, I think Shibuya should accept Halloween visitors.

It's too difficult to control drunk people.And They don't follow the rules and drink on the street.There are not merit　to accept a person who causes trouble by not following the rules　

We can communicate directly and get along, so Shibuya should accept Halloween visitors.

I think Shibuya should not accept Halloween visitors.

Because, police crackdowns won't make the problem go away.The problems that arise are very troublesome to those who are not involved.Also, there are many people who cannot keep good manners, such as garbage being dumped on the street.It is important for the town to enforce discipline.

I don't agree that.It might be exaggeration,but I hear bad reputation of Halloween party once a year.For example,noise and inability to access nearby businesses.These problems must be resolved before even if Halloween party in Shibuya hold.Also,I have not ever enjoyed Halloween,so I can't understand the feeling which they want to join the event.

Therefore,I think Shibuya should not accept Halloween visitors' next year.I am waiting for the problem dealing.

According to the article,if we can manage visitors,it is good.We know the danger of Halloween and how to make safe event from experiences and example in other places,so we can prevent them by controling.Halloween in Shibuya was like a dream for some people,and can make economic benefits.So,we should protect opportunities to enjoy Halloween for them.
