- States never volunteered to send troops so the USA was not protected against other countries.
3. No Central Court to Settle Disputes Among States
- The states did not have a way to settle disagreements.
4. 13 out of 13 states had to agree to change the Articles of Confederation
-  The 13 states rarely agreed on anything so nothing was improved.
5. 9 out of the 13 states had to agree to an idea to make it a law
- Since 9 out of 13 is more than a majority, there was less of a chance that the law was going to be passed, so not many laws were made.
6. All the states and the Articles of Confederation could print paper money.
