         <title>Problems with the Articles of Confederation</title>

         <description><![CDATA[<div><strong>1. No Power to Tax the States<br></strong>- War debts and bills were never paid off because none of the states volunteered to give them money.<br><strong>2. No Power to Raise a National Army <br></strong>- States never volunteered to send troops so the USA was not protected against other countries.<br><strong>3. No Central Court to Settle Disputes Among States<br></strong>- The states did not have a way to settle disagreements.<br><strong>4. 13 out of 13 states had to agree to change the Articles of Confederation<br></strong>-  The 13 states rarely agreed on anything so nothing was improved.<br><strong>5. 9 out of the 13 states had to agree to an idea to make it a law<br></strong>- Since 9 out of 13 is more than a majority, there was less of a chance that the law was going to be passed, so not many laws were made.<strong> <br>6. All the states and the Articles of Confederation could print paper money.<br></strong>- Money had no gold or silver therefore it was worthless, there was also 14 different kinds of money so it was confusing.</div>]]></description>
