In the beginning of our country, voting rights were only given to 21 year old white males who owned land. This was only about 6 percent of the population, as there are many people that don't own land or are not a white male. This system was not very effective and would lead to many different changes and ratifications in the future.

The 15th Amendment says that "The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of race, color, or previous condition of servitude." This means that anyone can vote as long as they are a male. People of color could vote and you didn't have to be a landowner to vote. However this did still exclude women, and people of color still didn't have the same amount of power as white males did when it came to politics.
