It naturalises the flood and comes up with technical solutions to problems initiated by political issues:

  • Building dams (could worsen the social/economic impacts if the dam fails as people develop in the 'safe area' around the dam, and dams which flood the region behind the dam wall)

  • Digging deeper canals and waterways but not considering what happens what happens to the water after (does it flood another region, does the excess quantity of water erode river banks etc.)

  • Creation of global norms surrounding economic growth may have a role in the Pakistani state's decision to focus on large infrastructure projects as opposed to disaster mitigation strategies.
