Taxes have risen since the ACA was implemented this hurts all the citizens in America, because now they higher taxes that they have to pay.

It can be difficult to enroll for the ACA which many people don't like it when things are difficult and they just quit trying. Therefore they don't get insurance and they can go to jail.
