This is because the book states, "Even when prices are low, shipping costs can offset those savings, especially for last-minute shoppers forced to select over night or two-day shipping" (Direct and Indirect Costs pg11.) The price of shipping on this product does not offset the second offer's pricing because it is still the cheapest of the three. 
Another reason I would buy the 2nd offer is because in the Finance book it says, "International sites may list the prices of items at their currency rate, so what seems like a good deal may be anything but" (Direct and Indirect Costs pg12.) The good thing about this product is that it is not coming in internationally so we would not run into this problem when buying it.
