Eventually, women gained the right to vote with the 19th amendment that was ratified in 1920. Women's rights had been a very hot topic ever since the passage of the 15th amendment in the 1870s that granted voting rights on the basis of race. Gilman is saying that when women stand up to men and make it known that they can offer just as much in terms of strength courage and wisdom, that is when things will change.

And reared in the self-same place,
In the school and the church together,
We of one blood, one race!"
